On Dec. 19, the Vatican announced penalties for illegal entry, imposing prison sentences of one to four years and fines ranging from €10,000 to €25,000. The decree targets those who use violence, threats or deception to bypass Vatican security systems or border controls.

This apparent contradiction has drawn criticism.
